Improve Model Card: Add Paper Link, Code Link, and Usage Instructions

This PR improves the model card by adding a link to the paper, a link to the code, and more detailed usage instructions. It also adds the question-answering pipeline tag and restructures the model card for better readability. It retains the instructions for using the model with llama.cpp.
