Missing `tokenizer.model`

I have trouble loading the tokenizer because the tokenizer.model is missing. I got the same error as this issue in the transformers repo:

Can you upload the tokenizer.model for deepseek-llm-7b-chat?

I keep stalling out at
Loading checkpoint shards: 0%| | 0/2 [00:00<?, ?it/s]
It will hang there and do nothing at all
